INDIAN RIVER COUNTY — From designer clothing to fitted and Snapback hats, a Miami trio looted more than $5,000 in merchandise from the Vero Beach Outlets on Thursday, deputies said. But the fleeing suspects didn’t make it far from the outdoor mall’s parking lot before being spotted by deputies.

“Our deputies are always out actively patrolling. They work hard to build community partnerships with businesses and in this case those partnerships paid off,” Indian River County sheriff’s spokesperson Sgt. Kevin Jaworski said. “By quickly alerting us, it gave deputies time to get into place and intercept the trio.”

Deputies stopped a minivan the suspects were traveling in on 94th Drive before it reached State Road 60. Sheriff’s officials arrested the trio – a man and two women.

Luis Manuel Montenegro Navarro, 28, Kenia Aviles Gonzalez, 31, and Sheila Magali Cisnero, 37, were each charged with retail theft $750 or more at multiple locations. Cisnero was expected to be released Friday on $50,000 bond, while Montenegro Navarro and Aviles Gonzalez were being held at the county jail on a detainer from Immigration and Customs Enforcement.

The suspects bagged items from four stores – Crocs, Columbia Sportswear, Ralph Lauren and Tommy Hilfiger – located at the mall on 94th Drive. Deputies were investigating if more stores were also hit during the large-scale retail theft, Jaworski said.

A security officer called deputies notifying them about a robbery in progress shortly after 6 p.m. Thursday at the Crocs store. Deputies spoke with the manager, who gave a description of the suspects and the vehicle they left in – a silver 2004 Toyota Sienna minivan, reports show.

Deputies conducted a traffic stop on the minivan and detained the individuals. Inside the vehicle, deputies found eight pairs of Crocs shoes, 54 Columbia Sportswear hats, 16 Polo Ralph Lauren Oxford shirts and various items from Tommy Hilfiger, reports show.

Deputies reviewed the stores’ surveillance footage, which showed the trio snatching items from the racks and stuffing them in tote bags. The total value of all the stolen items was $5,313.18, reports show.

“They also had metal-lined bags concealed in shopping bags that were used to bypass the security tags to prevent the alarms from going off,” Jaworski said.

Deputies arrested Montenegro Navarro, Aviles Gonzalez and Cisnero and booked them into the county jail. Montenegro Navarro and Cisnero have arraignments at 8:45 a.m. Jan. 4, 2024, court records show.

Details on Aviles Gonzalez’ arraignment were not available.
