INDIAN RIVER COUNTY — The Economic Development Council returned to the Board of County Commissioners on Tuesday with a Request for Proposals (RFP) for an Economic Development Positioning Analysis and Action Plan.
On Nov. 12, 2013, Commissioners authorized funding up to $75,000 for the plan to be paid from County Fiscal Year 2013-2014 and 2014-2015 General Fund contingencies, according to the background information. At that time, the Board asked the EDC to return to the Board with a proposed RFP for consideration before it is advertised.
According to the purpose statement given on RFP, “the goal of the positioning analysis and action plan is to improve economic development marketing in order to generate economic development activity that diversifies the tax base and creates quality jobs that increases primary employment.”
A single company would ideally fill all of the needs of the analysis and action plan including the on-site research, strategic positioning, and creative development. The EDC has a target date of June 17 for the Board to approve a final contract.
The only change made to the Request for Proposals before the Board unanimously approved it was to two scoring criteria found on page 172 of the background information.
The Board voted to change the criteria point “experience of the project team” from 30 percent to 25 percent of the maximum points awarded, and “demonstrating understanding of project” from 25 percent to 30 percent of maximum points awarded.
