Tamara C. Stoops-Duggan, 31, died March 25, 2013, in Vero Beach.
She was born in Pontiac, Mich., and had lived in Vero Beach for 20 years, and lived in Ireland for three years.
She graduated from Vero Beach High School in 1999 and later obtained a B.S. degree from Florida State University.
She worked for the Department of Children and Families in Tallahassee and Youth villages in Knoxville, Tenn.
She continued her social work with The London Borough of Haringey Council (Children and Families Dept.) in London, England.
She also worked for Focus Ireland (Children and Families Dept.) in Dublin, Ireland.
Survivors include her husband, Ian Duggan, of Ireland; mother, Lori Young; and stepfather, Bruce Young, both of Vero Beach; father, Jack Stoops, of North Dakota; sister, Elizabeth Young, of Vero Beach; grandfather, William Ballard, of Vero Beach; and grandmother, Carlene Majszak, of Franklin, N.C.

A memorial service will be at 2 p.m. April 2 at the Rose Creek Baptist Church in Franklin, N.C.
