Joan Marie Kimmel, 93, Sebastian

August 7, 1931 – July 7, 2025

Joan Marie Kimmel, of Sebastian, died peacefully Monday July 7th, 2025 with a dear family friend by her side.

Joan was born to Lewis and Irene Henry on August 7th 1931 in West Berlin, NJ.  She was the 4th of 4 sisters.  Mary Albertson, Luda Fulmer, and Doris Foster.  She graduated high school in Davidsville, PA.  Soon after, Joan married Arnold Jay Kimmel on July 23rd, 1949.  Joan and Arnold were married 69 and a half years until his passing in 2020.

Joan was a homemaker, a great mother, and a good friend to neighbors.  She was a member of the Eastern Star, an avid bowler, and loved to make craft wreaths.

Arnold was an operating engineer on heavy equipment for road construction so they moved frequently from job to job while the turnpikes were being built in the Pennsylvania and New York.  They would pack up the mobile home and move to wherever the new job was. Joan listed  36 different residences until they retired 1993 and relocated to Sebastian, FL.  They were both very active in the 1st Presbyterian Church of Sebastian. Joan was a member of the choir and they were both instrumental in the development and construction of the Memorial Garden located on the church grounds.  She also volunteered with meals on wheels, and was a member of the Red Hat group.

Joan and Arnold were inseparable and made many life long friends wherever they lived.

Joan is survived by her children Lynn Yannaccone of Huron, TN and Mark Kimmel of Sebastian, FL. 6 grandchildren and 9 great grandchildren.

Services will be held at the 1st Presbyterian church of Sebastian on a date to be decided.

Charles “Chuck” LeCoumpte, 84, Indialantic

March 5, 1941 – July 8, 2025

Charles “Chuck”  LeCoumpte, 84, of Indialantic Fl, passed away on Tuesday July 8, 2025 after a brief illness with his loving children by his side. Born on March 5, 1941, Chuck was known for his quiet kindness, gentle spirit and the steadfast dedication he showed to his children and friends.
A hard-working family man, Chuck’s hands were never idle. He was a gifted technician -If something was broken all it needed was Chuck’s determined attention. Whether it was a complicated machine or a simple household fix, friends and family could rely on Chuck.

Chuck is survived by his 5 children , 12 grandchildren and 5 great grandchildren. He will be deeply missed, and fondly remembered by all who knew him.

Lois Marie Williams (née Halcomb) of Mayking , Ky., passed away peacefully at home in Sebastian,

Florida, on June 5, 2025, at the age of 98. Born in Letcher County, Kentucky, on November 6, 1926, Lois lived a long and meaningful life devoted to faith, family, and the joy of loving others well.

A cherished matriarch, Lois leaves behind a legacy that spans five generations. She was a devoted wife, mother, grandmother, great-grandmother, and great-great-grandmother. Her presence was a gift—a steady light marked by grace, wisdom, and kindness. She greeted everyone with a warm smile and chose to see the best in others. Her life was a living testimony to the values she held dear: faith in God, compassion for others, and the strength of family. She was a member of the

Missionary Baptist Church, Milestone, Ky.

She often shared simple, profound wisdom—words that will echo through generations—like her favorite saying: “If a man isn’t good to his mother, he won’t be good to his wife.”

Lois is survived by her daughter, Shirley Williams Combs Volk; son-in-law, Gary Bentley; grandchildren Wendy Combs Rochester (Carey), Grant Combs, Buck Combs (Sidney), and Jimmie Williams (Misti); 9 great-grandchildren; and 16 great-great-grandchildren, many nephews and nieces whom she loved dearly.

She is reunited in Heaven with her beloved husband, Rudolph “Doc” Williams; her children, Jimmie Rudolph Williams, Carol Beverly Williams, and Jo Williams Bentley; her grandson, Paul Clark Combs Il; and her sons-in-law, Paul Clark Combs, and Gerald Volk.

Claude G Rivard, 85, Indian River County

April 19, 1940 – July 11, 2025

Claude G Rivard, age 85, passed away peacefully on July 11, 2025 in Vero Beach, Florida. Claude was born April 19, 1940 in Shawinigan, Quebec to Albani Rivard and Jeanne d’Arc (Carier) Rivard. Losing his father at the age of one, he grew up in close proximity to his grandparents and extended family. He was educated in Quebec by the Jesuits at Loyola.

In 1978, Claude moved his family to Florida to pursue the “American Dream” and allow his children to become bilingual and have more opportunities in the United States. After having worked for Prudential, Claude established his own multi-products agency, Rivard Insurance Agency, in 1980 in Lake Worth, FL with one desk and a telephone. The business grew due to his strong work ethic and genuine concern for people. Claude retired in 2004 and turned the reigns of the agency to his son, Martin.

Claude remarried in 2001. Upon retiring, he and his wife, Joan, moved from Palm Beach County to Indian River to enjoy a slower pace of life. Claude loved nature and his fondest memories are the summers traveling in their 37’ fifth wheel. After having visited 48 states and most of Canada, they sold their RV and purchased a home in the NC mountains to enjoy cooler summers.

Claude was a devout Catholic and was a third and fourth degree member of the Knights of Columbus. He was an ecumenical minister and volunteered at various fund-raising functions including Bingo as well as helping distribute food at St Vincent de Paul.

Claude will be remembered most of all for his sense of humor and kindness. He is survived by his devoted wife, Joan; his children and their spouses, Martin Rivard, Denis Rivard, T.J. Cade, and Marie Weller; his step-children and spouses, Heather Alfonso and Scott Satterthwaite; 15 grandchildren and step grandchildren; and 7 great grandchildren. Claude will be deeply missed by all who knew him and his legacy will live on through his family and the many lives he touched.

His family is deeply appreciative of the care provided to him by the staff at Certus Memory Care of Vero Beach and the VNA Hospice. A memorial service will be held at St Sebastian Catholic Church at a later date.

Dale Everett Carter, 78, Fellsmere

August 16, 1946 – June 26, 2025

Dale Everett Carter, 78, of Fellsmere, died Thursday, June 26th with his wife by his side.

He was born to the late Lee and Mary Carter on August 16th, 1946 in Providence, Rhode Island.  They moved to Ft. Lauderdale, Fl. before Dale turned 1 year old.  He graduated from Ft. Lauderdale High School in 1968, and joined the Navy right after High School.

After serving in the Navy, Dale worked for Bell South, now AT&T, and retired from there in 1991.  He subsequently owned his own company, Affordable Land Clearing Services in Fellsmere, Florida.

Dale was an active member in Church of God, and also actively participated in his community.  He was elected to Fellsmere City Council and served from 1995-1997.

Dale and wife Dianne , owned a sailboat, named “Petra” for 5 years, and sailed many times to the Bahamas and South Florida.

Dale is survived by one son, Bryan Dale and three stepsons, Matt, John, and Mark Delashaw.  Together, he and Dianne had 10 grand children and 15 great-grandchildren.

Dale is sorely missed by all that knew him.
