Man charged with impregnating underage girl

INDIAN RIVER COUNTY — A 33-year-old man suspected of impregnating an underage girl when he was 28 years old was arrested on a warrant Tuesday, authorities said. Deputies said DNA test results revealed the baby was his.

The girl was 15 years old at the time of the incident, an arrest report shows.

Deputies charged Charles Riggins, of the 1400 block of 18th Avenue Southwest, with child abuse – impregnating a child under 16 and lewd and lascivious battery. He is being held at the Indian River County Jail on $35,000 bond.

Deputies spoke with the girl in December 2012. She told them she knew Riggins.

The girl said that in October 2012, Riggins invited her to his home, where the two had sex, an arrest report shows. The girl’s mother made her take a pregnancy test, which came out positive, deputies said.

Deputies spoke with Riggins in March 2017 and conducted a paternity test. The results came back in September, which showed that Riggins was the biological father of the girl’s child, an arrest report shows.

Riggins was arrested and taken to the county jail. He has a court arraignment at 8:30 a.m. May 9, court records show.
