Qualifying opens for Sebastian, Fellsmere, Vero and Orchid council candidates

INDIAN RIVER COUNTY — Candidates for municipal offices have between today and Sept. 7 to file paperwork to qualify to run in the Nov. 6 election.

In Sebastian, the two seats held by Mayor Jim Hill and former mayor Richard Gillmor will be on the ballot.

Hill has pre-qualified to run, which means he has submitted initial paperwork to open his campaign account and has signed an oath that he is eligible to run. Gillmor is running on the Nov. 6 ballot as a non-partisan candidate against Republican Bill Posey for U.S. Congress, so he will not be seeking re-election to the Sebastian City Council, according to City Clerk Sally Maio.

Sebastian Realtor Tim Slaven has also submitted pre-qualifying paperwork to run for Sebastian City Council. Slaven currently serves on the Sebastian Citizens Budget Review Advisory Board.

Vero Beach has three seats up for grabs. Only one incumbent, Vice Mayor Craig Fletcher, has pre-qualified so far. Mayor Pilar Turner and former mayor Jay Kramer also have terms ending in November.

City Clerk Tammy Vock was out Thursday, but Assistant City Clerk Sherri Philo said former Vero Beach City Councilman Brian Heady was the first person to submit his filing paperwork at about 3 p.m. Thursday.

In Fellsmere, there are also three seats up in November, those held by Vice Mayor Joel Tyson, Mayor Pro Tem Fernando Herrera and Councilman Daniel Naranjo.

As of lunchtime Thursday, no candidate had qualified or pre-qualified in Fellsmere, according to City Clerk Debbie Krages.

The Town of Orchid has two seats up in the November election. Mayor Richard Dunlop and Councilman William “Bill” Troxell are coming to the end of their terms. Town Clerk Terri Wallace said Thursday afternoon that she has yet to receive paperwork from a qualified candidate.

The candidates’ first treasurer’s report of campaign contributions and expenditures is due Sept. 21.
