The office of elections conducts voter registration and issues voter information cards, updates voter registration lists and provides for absentee registration and absentee voting. The office of elections also is responsible for qualifying candidates for county office and receiving candidate campaign finance reports and financial disclosure reports. www.CityOfSebastian.org The Sebastian city government operates on a council-manager form of government. The City Council consists of five members, including a mayor who is selected by the Council. Each is elected to 2-year terms. Annual elections are held on the second Tuesday following the first Monday in November and two members are elected in even-numbered years and three members are elected in odd-numbered years. Elections are non-partisan and at-large. The mayor and vice mayor are elected from among the members of every newly seated council. The qualifying period is Aug. 21 through Sept. 5. Two members are elected on odd-numbered years, while the remaining three are elected on even-numbered years.  City Council candidates run at-large and represent the entire city. Candidates must be qualified Electors in the City and have continually resided in the City for a period of six months immediately preceding the final date for qualification as a candidate. City Council terms begin at the first regular meeting subsequent to the election.
