Richard Draffen Elliott, 74, died Feb. 25, 2012, in Vero Beach.
He was born in the Catskill Mountains of New York and moved to Vero Beach in the late 1970s to form a company to provide city management-like services to newly forming homeowner and condominium associations in Florida.
Previously, he was a faculty member at Sturt College of Advanced Education, a teacher training college in Adelaide, South Australia.
He obtained bachelor’s and master’s degrees from the State University at Oneonta, N.Y., and a doctor of education degree at University of Massachusetts.
Survivors include his wife, Therese, of Vero Beach; brother, Robert Elliott, of Ocala; daughter, Karen Merrill, of Vero Beach; three stepchildren; two grandchildren; and four stepgrandchildren.

A memorial service will be at 11 a.m. March 3 at Cox-Gifford-Seawinds Funeral Home.
