Seven vie for 2 seats on Vero Beach City Council

Staff ReportVERO BEACH — Seven residents, including two incumbents, will be on the ballot this November for the Vero Beach municipal election. City Council members Debra Fromang and Bill Fish are up for re-election and join five challengers in the race.The qualifying period ended at 5 p.m. Friday with one of the strongest candidate turnouts in recent memory. The campaign seems certain to produce a vigorous public debate over issues that have not been dealt with by the current City Council, including the diversion of millions in utility funds to subsidize the Vero Beach city government and the abortive effort to create a special health clinic for municipal employeesThe five challengers to Fish and Fromang are several who have not previously run for city office — Charles Wilson, Susan Viviano, and Jack Shupe — along with Brian Heady and Ken Daige.Wilson is a local political commentator, broadcasting executive and community activist. Viviano, a local businesswoman, is the manager of Signature Kitchens.Shupe spent 33 years at the National Geographic Society and left there as Chief Cartographer, working to produce maps, atlases and globes.Heady is a frequent attendee at council meetings and has run unsuccessfully numerous times for the Vero Beach City Council and other local offices.Daige served on the City Council from 2006 to 2008, and has said that he has attended every City Council meeting and special call meeting since his unsuccessful bid for re-election.
