Man found passed out with hand around genitals after crash, officials say

INDIAN RIVER COUNTY — A 49-year-old man suspected of drunk driving which led his vehicle to crash in a mall parking lot was arrested after deputies found him undressed inside an SUV and with one hand around his privates, authorities said.

Deputies said the man, who is described as a local doctor, also tried to grab a correctional deputy’s genitals while at the county jail, an arrest report shows.

Deputies charged Luis Arturo Cisneros, of the 6100 block of 55th Avenue, Indian River County, with driving under the influence. No other charges were filed in the case.

Cisneros is being held at the Indian River County Jail on $1,000 bond.

Deputies responded to a crash about 10 p.m. Monday at the Indian River Mall, 6200 20th Street. Deputies saw an SUV stuck in the mall’s parking lot island.

Deputies saw the driver, later identified as Cisneros, passed out with his pants down. Cisnero’s left hand was around his genitals, an arrest report shows.

The vehicle was still running and was still in reverse. Deputies knocked on the window and tried to open the door several times to wake up Cisneros, but were unsuccessful.

Deputies broke the window and spoke with Cisneros, who was incoherent. Deputies found an empty bottle of tequila and an empty bottle of Climax whiskey in the vehicle, an arrest report shows.

Cisneros was taken to the Indian River Medical Center, where he was treated and released. After being taken to the county jail, Cisneros was uncooperative with law enforcement officials and tried to grab a correctional deputy’s private parts, authorities said.

Cisneros has an arraignment at 8:30 a.m. May 29, court records show. Cisneros has an active doctor’s license and is a controlled substance prescriber, according to the Florida Department of Health.
