Man exposes himself to postal worker

VERO BEACH — A 19-year-old was arrested after he exposed himself to a postal worker, Indian River County deputies said.

Thomas Patrick Spencer, of the 1900 block of 1st Place Southwest, Vero Beach, was charged with exposure of sexual organs and attaching an unassigned tag on his vehicle. He was released Thursday from the Indian River County Jail on $1,500 bail.

Deputies spoke with the victim, a mail carrier, shortly before 4:30 p.m. Oct. 28 in response to an indecent act that had occurred in the 700 block of 12th Street. The woman told deputies she was earlier driving to Southgate Village Mobile Home & RV Park to proceed with her mail route.

When she got out of the truck to drop off a package, the woman saw a black Toyota Tundra driving north toward her vehicle. She told deputies she had seen the Tundra earlier as she left a cell phone repair shop.

Once the vehicle was next to her, it stopped. The woman looked through the open driver door window and saw that the driver, later identified as Spencer, was masturbating, deputies said.

The vehicle then traveled north, made a U-turn and traveled south past the mail truck as it left. The woman gave deputies the vehicle’s license plate number. The vehicle is registered under Spencer’s father’s name, and deputies were able to find the father at his home.

The father said that his son lived at the home and drove the Tundra. Spencer arrived at the home shortly after and was detained.

Spencer told deputies he followed the woman from the cell phone repair store to the mobile home park because he thought she was attractive. He admitted when he drove toward the woman inside the park, he rolled down his window and exposed his penis to her, deputies said.

He denied masturbating. Deputies also discovered the Tundra’s license plate was not assigned to the vehicle.

Spencer was arrested and taken to the county jail for booking.
