Police responded to the scene shortly before 11 a.m. Wednesday at a beach behind Waldo’s Restaurant, 3150 Ocean Drive, Vero Beach. Police spoke with a woman who said she was visiting the beach when a man, later identified as Lapointe, began staring at her.

Several minutes later, the woman looked back and noticed that Lapointe, who was 5 to 6 yards away, was still staring.

She then saw Lapointe walk into some bushes, remove his shorts and expose his genitals, police said. He began to “manually pleasure himself,” leaving his penis in plain sight for the woman to see.

The woman called emergency services and remained on scene until officers arrived. When officers received a sworn written statement from the woman, they discovered she was a retired law enforcement officer with the Department of Justice.

The woman pointed Lapointe out to officers and he was arrested. While being arrested, Lapointe said the woman was “full of s**t” and that he had never seen her in his life.

Lapointe was taken to the county jail for booking.
